Board Members

Brandon Bell

Brandon is a Senior Planner with the Town of Caledon and a Member of the City of Vaughan’s Committee of Adjustment. His journey in planning includes previous roles as a Planner with the City of Vaughan and a Zoning Examiner for the Town of Newmarket and the City of Brampton. Prior to this, Brandon was awarded a Medal of Honour from the Town of Slave Lake for his contributions to the 2011 Wildfire Recovery during his tenure with the Government of Alberta. He has a Masters of Applied Environmental Studies (Planning) from the University of Waterloo and is a Registered Professional Planner.

In the planning realm, he is genuinely energized by demystifying complex processes, driving continuous improvement, and advocating for the vital role of the Committee of Adjustment in community planning. Outside the office, Brandon is happiest spending time with family, attending Toronto FC games, hitting the open road, and tackling the occasional DIY project.

Trista di lullo

Trista Di Lullo is the Secretary Treasurer of the Committee of Adjustment for the City of Guelph. Along with being a graduate of Western University’s Media, Information and Technoculture (MIT) program, she also holds a Diploma in Public Administration from Western’s Local Government Program. She has completed OACA’s Primer on Planning course, earned her ACST designation, and holds an Executive Diploma in Municipal Management from AMCTO.

Trista has been a dedicated member of OACA since 2014 and has enjoyed attending and connecting with colleagues at the annual conference and past seminars. She joined the OACA Board in 2020 and played an instrumental role in helping to deliver OACA’s first ever virtual conference, launching the Members Forum in 2025, and strengthening the Association’s social media presence over the years. Throughout her tenure on the OACA Board, Trista has held several positions, including Secretary and Vice President, and currently serves as President.

Sean Kenney is a strategic leader with 30 years of municipal experience, with a passion
for development planning and sustainable complete communities. He is currently the
Manager of Site Planning with the City of Hamilton and has previously worked for the
Town of Caledon, City of Mississauga and City of Burlington, working in the planning
field, including 11 years as Secretary Treasurer Committee of Adjustment. Sean has a
Geography Degree from the University of Western Ontario and is a Registered
Professional Planner.

Sean has been an enthusiastic member of the OACA since 2013 building relationships
while attending many conferences and seminars. He became a member OACA Board in
2020 with the intent of ensuring OACA delivers programs for its members and
advocates on the important role that Committee of Adjustments and Land Division
Committee play in the planning process. Since joining the board Sean has been the
lead on staying up-to-date on legislative changes and has been a member of the
Conference Organizing Committee since 2023.

Tonia Bennett is the Manager of Legislative Services/Clerk for Northumberland County. Tonia holds a Diploma in Municipal Administration and holds the Certified Municipal Officer and Accredited Ontario Municipal Clerk designations. Through her municipal experience and also on the AMCTO and OACA Boards she has gained a large understanding of various legislation including the Planning Act, Municipal Act, Conservation Authorities Act and many others. Tonia has been an active OACA Member since 2018 and has also completed the Primer on Planning.

Ann Hamilton

Ann Hamilton is the Secretary‑Treasurer for the County of Peterborough Land Division Committee. The County operates within a two‑tier municipal system and holds Consent‑granting authority.

Ann has been with the County for 20 years, beginning her career in the Clerks Department where she began her role in supporting the Land Division and ultimately assuming the Secretary‑Treasurer role in 2014. She is a graduate of Fleming College’s Office Administration program and has continued to expand her municipal expertise through the Municipal Administration Program, the AMCTO Primer on Planning, and by earning her ACST accreditation.

An active member of OACA since 2015, Ann values the connections and learning opportunities offered through its annual conference. She joined the OACA Board in 2024, where she enjoys contributing to the organization; the role is both rewarding and instrumental in broadening her knowledge.
